Henryk has it at the manor on day 1 morning. If you recruited Abella he will have vanished already. Mutually exclusive. Alternatively you can just use a small key and short circuit to get into the sewers with the tunnel near the elevator.

Skill of Abella if recruited. There is somewhere else for sewer keys as I picked it up at some point inside the city but I don't remember where. If you missed both Abella and Henryk you'll just have to get in the sewers from a grate in the city by doing the mayors quest to get in or grow a tree to climb up into the 3rd way in to reach the inside of the city.

Henryk has it if you're still on Morning 1, alternatively if you're still on Morning 1 you can recruit Abella as your first party member and use her Short Circuit skill to reach the sewer.

If you're ANY later than Morning 1 and have done neither of these things then the Sewer Key is inaccessible and you need the Sewer Winch from further inside the town, you would now need the two Gate Keys to get in.
