I don't think there are actually such items in the game. Altough there are "empty scroll" and "quill" items in the game datafiles. As well as "Cube of depths", "Ancient One soul" and other items from the previous game. I think Milo just create Termina data based on the first game so there are some leftovers that he didn't delete.
but instead of Book of Enlightenmen i got x99 empty scrolls and quills.
empty scroll item icon is wrong (probably was deleted) but its functionality remains.
I asked for claymore and dagger... but was provided with a scalpel and an axe (item ID's is likely to be rewritten)
so next i tried to get "walk on water" skill and there is an empty line in my skill menu now.
it's a little buggy, but it is still working

Heh, that's cool. This means that the technical functionality of the scroll has remained the same, albeit not without glitches.
Plus, the ability to edit and get such useful things greatly simplifies the game. But I wonder... how long will the game be officially updated, before the empty scrolls feature, can be ALSO OFFICIAL, without any issues or glitches?
Besides, how did you do it? Directly through text editing? Or due to programs such as the same RPG maker (if through it, then what version?)?
go to the game folder, then "www" -> "data"
Backup your "Map014.map" file and replace it with the one in the archive

To open something for editing in rpgmaker you need an original .project file, which Milo, of course, won't distribute,
Excellent!! Thank's man. Now, going through this hardcore stuff (i mean F&H2) will be much better.
That opens up a new way to inspect the game.
(I found the way rpgmaker deals with game events a bit funny comparing with other game-engines.)
i don't know whether it's it convinient way to creates some mods... but at least you can read the scripts to understand the game logic.
The most usefull part for me is the ability to create map images. It can be handy for the gamewiki (a full map of game locations sounds good).
