Cant get more than 8 pearls
i've explored the rher areas for mayor's manor, tunnel 7, and the schoolyard, and it seems i can only get up to 8 pearls.

how does one get to 10? is there another source? or is it down to luck?

You can get up to 12 pearls from these areas. Make sure to explore harder, and to look for paths that might be obscured by foreground elements

Using Steal on Needles also gives 2 pearls
