1. You can get the map of the city in the starting area. I believe it's on the sofa you can sleep on or near to that.
2. I don't think I've seen the horseman. Does it approach you in a cut scene or spawn in the area? If it spawns, you could possibly sit down traps to slow it down.

1. Map is on the train, on the sofa, beginning of the game
2. Juke and jive. Use the outskirts of the area to avoid it. Run away and flee
