UNPLAYABLE UNSTABLE FPS
I don't get it. The latest CoD and Battlefield games work, Bioshock Infinite works, Wolfenstein the New Order runs perfectly...WHY IS THIS GAME STILL NOT OPTIMIZED? Is there something I've got to edit in the config file or something???

[Update]
Something not video-related is causing the unstable fps (not low all the time, mind you, it's like every 3-5 second interval the game sorta hiccups, even on LOWEST settings -making multiplayer all but impossible-) and I need a fix for this.

but it dosen't tell me his processor, if it's an AMD phenom then you're not the only one with issues
processor is i7 core, and it's not AMD. Those are not my specs, but my card is nvidia 540m

You just stated the main reason for the issues you're experiencing by yourself.

I thought that was the issue too, but it is not. The Nvidia 540m qualifies for games beyond Rise of the Triad's graphics. Other games, like the ones listed above, I can run with mostly highest settings (some things like vsync or AA i can't). I set every single visual setting all the way to lowest in RoTT, something else is responsible for the low fps.

tbh, Rise of the Triad looks like crap too. However, games like battlefield 3 that looks like gold run very nicely on my card. Like I said, even on lowest video settings, the performance of RoTT is no better. Something not video-related is causing the unstable fps (not low all the time, mind you, it's like every 3-5 second interval the game sorta hiccups -making multiplayer all but impossible-) and I need a fix for this!

Try playing the game on a desktop system, sounds as if you're running a laptop!

ROTT runs a treat on my 'ancient system' ...

Core 2 Quad Q9550 2.83GHz
GeForce 9800 GTX+
Vista 64bit

ROTT 2013 Can handle my computer very well on Ludicrious Settings

Windows 7 64bit
Gigabyte I3 Or higher GHz
Geforce 650 GTX
Hard Drive 372 GB Free
Memory 4 GB RAM

Make sure you have the latest beta Nvidia drivers and be sure you have all PhysX turned off in the launcher. 540m no canna handle. The hiccups don't sound like your typical "WTF LOW FPS" issue - more of an issue with a certain setting that is causing the game to lock up.

ROTT is optimised well I think but can be drop fps rates in certain areas. Try lowering your settings and as El Oshcuro said make sure your graphics drivers are up to date.
