Open Rottgame.ini and search for the [ROTTGame.ROTTConfig] part and look for Hudscale, and set that to any number and see if that changes anything.

If you cant find it in Rottgame.ini, Press Ctrl + f and type Hudscale.
I remember it worked for someone that wanted the hud too be smaller, so i thought it can probably be bigger aswell
Try using hudscale 100 if you ever get bored. I got the HUD to overlap with itself, it was quite amusing.
