If you avoid alerting him he will literally go stand on that spot on his own for a few seconds every once in a while, because he's a Nazi and stupid. The kill challenges aren't as tightly scripted as they seem, but they do require meeting the correct conditions to achieve them. The one that's currently seriously bugged is Mission 7, because once the target drinks once you can't poison him anymore.
But see, that is precisely what I object to: The Challenge description is VERY vague -- "Make him die from a fall from the dam" -- but then REQUIRES that he be on that very specific small white section of platform that extends out from the walkway, and then shoot out a support strut. TOO NARROW of an option! It's this ONE way, or no way. That's not a game mechanic that is fair to the players. It requires that they be a mind-reader that read the dev's mind to get the HOW it is supposed to be done the "correct" way. Or, as is the more likely approach, look up the solution on the Internet where it shows the very detailed, step-by-step approach. In which case, it's not really a challenge anymore. It FORCES the player to cheat in order to even have a chance of completing the challenge.
Suppose that shows the quality of the graphics... looks like rope to me. Either way, it's probably the most straightforward kill list unlock.
