Best answer would be "that is the case at the moment" but if it would appear that SE6 is another 3-4 years away then they'll again outsource some studio to produce DLCs to the standalone DLC to generate some cash flow and hold people over.
It's unlikely that even SE5 had 2 season passes planned to begin with but they realized that they won't be doing SE6 anytime soon.
