Report a translation problem
A friend of mine with nearly the same system doesn't have problems.
Not expecting rtx 4090 to have that exact problem but for everyone else i'd recommend monitoring VRAM usage and checking whether the issue persists with textures set to low or whether that makes the problem appear later.

I have uninstalled all "Razer" software (synapse was installed for webcam) after finding in another forum that removing this cured the issue.
Since doing this I have had a full mission with no stuttering of any kind, not even micro-stutters which were part of the problem.
It was also suggested that turning off the keyboard/mouse lighting option fixed the issue without the need to uninstall but as I have fully uninstalled I cannot test this for you. Hope this helps.
I disabled the keyboard/mouse lighting option, razer software is still installed.
result: until now no more stuttering. I've played 5 missions and one multiplayer map. seems to work. Hope this helps
