Please show where it says ots retroactive, as that would be a clusterF just waiting to happen and would be hell for valve to police and enforce
It applies to all games at the moment, and no where does it say that previous release dlc or games are excluded.
A season pass has to be uphold to the rules currently, which they are not.
The clusterf is already happening hence the rules. Developer do not want to have respect to gamers or the industry so valve has to do it for them.
Actually they dont, not enough at least to satisfy the new rules. Saying 3x missions is not enough anymore.
HOWEVER these rules dont apply to deluxe editions of the game which is why it's fine and the OP is having a melt down. Which is also why they havent put the season pass up for sale yet on its own
Even then you need to tell when it comes with a general date not more then a quarter (for example Q1 2026) And are only allowed to change that yourself once for a maximum of 3 months ahead.
If you don't provide you need to refund every single person straight away.
