Make a backup of your registry though otherwise your other windows live games won't be able to go online after you apply this reg edit
I know nothing about this registry stuff. I get the steps and all, how would I go about making a copy of them?
Whenever any of my friends have tried to connect to each other it fails and when they do connect you get immediate desync. Also i would like to point out that you only have 2 hours on record with this game so you might have gotten lucky
And have you tried verifying your game. You just need to right click on the game in the steam library and click properties then local files then Verify integrity of game cache. Also if you played with a friend in coop then he might have the save file if you played as sheva

I admit I might've been lucky... but I asked the friend I've played with, and he's played RE5 for like 36 hours in two weeks, and he says it works 90% of the time... sorry but I don't know other solutions, hope you'll be able to connect soon!
