Report a translation problem
You can force game to create a new save file (or at least I could).
Then choose to upload new save to the cloud... Here's how.
This worked for me.
1: Disconnect from internet temporarily.
2: Close steam completely
3: Delete save game file in the c/windows/program files (x86)/steam/userdata/yourprofile/21690- folder
4: Then click on your shortcut to Resident Evil 5
It should try and open steam, choose offline of course since
at this point you are still disconnected from the web.
The game should try and load giving you the option to create a save :-)
PLAY for a while !
No promises, but this did work for me more than once.
I started brand new game about 3 times... LoL
In your case you may want to re-enable cloud saves if you haven't already.
Then later on when you connect back to web, it should also ask
if you want to upload or download save file. I chose to upload the
new save of course.

And we still wait on Microsoft to approve Capcom's tool which would merge over our saves
