As it is now, the game is unacceptable and not fit for purpose.
Resident evil exe file sometimes have low priority on CPU (not sure why). I'm talking about "black screen" issue. People start game and stuck on "black screen". I tried to change CPU affinity to "High" and everything went very well from there. If you have any lag issue try this method because I myself noticed this on Revelations 1, RE6, RE Remastered games.
Now if you have freezes like 1 second long sometimes then it's the issue I noticed from day one it was released. I guess that it is related to people searching for online games to play (Co-OP). It happened to me even when game was with GFWL. If I play alone with anyone to join in form time to time I get 0,1-0,5sec. game freezes. I guess that when people "scan" you for a free game game freezes for you a little however not sure why.

I think CAPCOM unlearned how to optimized a game (REV2 is a concrete proof). Even a game that was already optimized, like GFWL RE5.
Note that the game also doesn't use DX10 anymore.

No issue for me. It was stable 60fps before steamworks, and still plays at 60fps constant after steamworks.

It seems like when it loads a textures/area it drops to 0FPS, and then recover, just a few times during each chapter, other than that i have 100+ on 1080p
Now I'm forced to play this Steam version too because the GFWL connectivity is really bad nowaways, having a lot of trouble to finish a chapter in co-op using the GFWL build.
There are no pre recorded cutscenes, except for the one with Chris in the car at the very beginning. Everything else render ingame in realtime, that is why you can see costumes and even mods in cutscenes. If you encounter stuttering then it's because of the performance of your PC.
Maybe you can adjust a bit with your graphiksettings because the game usually runns pretty smooth with up to 120fps.
But i recomand to cap it at 60 to prevent some enemies from glitching because some animations are not ment for 120fps
