Co-op Partner Unable to Upgrade Weapons

Like the title says, in-game before we start co-op, or in the Item Management screen (after pressing Play Game, before we connect to each other), my partner can't upgrade any weapons despite being at 2-2. He hosted and nothing changed. As far as I can tell, I can't upgrade weapons and trade it to him either, so any help in this matter would be greatly appreciated.

Again, we're at 2-2 and he's getting this message.

Has he completed all chapters before 2-2? Missing some previous chapters may not allow you to unlock the next weapon upgrades I think.

Yeah it is likely that he hasn't completed all the chapters before 2-2.
Also Capcom made it so you can't trade weapons online to prevent people from stealing your weapons and you needing to re-earn them again.

So my friend and I finally got around to playing again today and the same issue has occurred.

We played through the first few chapters again, with him as host, so that he would be at Chapter 2-1. He was finally able to acquire upgrades.

Despite us both being able to select Chapter 2-1 in Chapter Select, when we finished 2-1 tonight, he was unable to start at Chapter 2-2 in Chapter Select, and thus cannot acquire any new upgrades.

Is there something in particular we have to do in order for us to both gain progress in the campaign simultaneously?

That is strange indeed. Only problem with chapter unlocking like that is when the guest joins mid-game, so in the Chapter End result screen he will not receive ranking, points and the next chapter is not unlocked.

If you are starting from the beginning of chapter, this could be a bug.

I remember when we finished Chapter 2-1, he did not receive a ranking, despite the fact that I started the game by going through Chapter Select, selected Chapter 2-1 and invited my co-op partner in the Ready screen.
