You can choose not to use it and can therefore use frenzy instead, yes.
An alternative use of multiblock is on the DE assassin. It means he gets to stab twice and, since stab doesn't use ST at all and simply goes straight to the AV roll, can be pretty good.
i understand its use in that sort, but in alot of cases id rather just use frenzy, like against most of the str 4 targets id be going against, but i cant figure out how to toggle it off? when i go to throw a block it just puts me straight into multiblock without a choice to pick frenzy

You actually can change skill usage ingame (and have to for players with Hail Mary Pass) by clicking on the player card while the player is selected. Crosses and ticks will appear (similar to those you see in the Block popup) to allow selection or otherwise of skills.
