I believe there is a channel for mods on the discord.
The developers are preventing their ability to, otherwise they would exist. There are many such games like this today.

Game and its engine still keeps getting major updates relatively frequently, so getting into making complex mods early might mean they break later.

Regardless of this, there is a channel for mods on the Nuclear Option Discord server, you can access it by clicking the button for it at the main menu in the game.

I assume larger mod support might reach the workshop once the game is further developed.

More complete mods like described are for when the game is released, there's so much to do in the meantime. Amazing what there is even for their 0.29 version

Ah, of course, because as we all know the default option is "yes mods" and not "no mods", and the developers clearly put in extra work to deny the ability to mod the game instead of, I don't know, working on the game itself and adding support for user-created content along the way (mission editor present since start of Early Access, workshop support for user missions and liveries added in 0.27, map modding tools currently in early development). Definitely the way it works.
...its not even version 1... calm down. for all intents and purposes its in ALPHA.
