Report a translation problem
The nuke needs 16 seconds to activate before it actually blows. It is meant to explode while still airborne, not when hitting the ground like conventional bombs.
A 250kt nuke with 16sec fuse should be dropped from around 8km to detonate with a nice airburst. If the nuke hits the ground with and impact force of under 200g, it will still detonate after 16secs BUT the damage and blast will be less effective.
(It's still a nuke and will kill everything close by, but the AoE is smaller)
