AI aircraft seems to mean what it says: how many AI (npc) aircrafts can a faction have flying at the same time. Even if a faction have a lot of planes "stored", it wont spawn a new one once the maximum AI on-flight has been reached.
Reduce AI per firendly, i guess it also means what it seems. When a friendly (player) join a faction, it makes that faction reduce its AI planes flying at same time, to keep the game balanced. (Example, if set to 1, that means when a player joins, 1 AI leave)
-If you want to outnumber the enemy faction, just set it to 0, both "reduce friendly" and "increase enemy" so that way entering the game as human player shouldn´t make the AI to reduce your faction planes nor increase enemy planes. Also, on active AI aircraft just type how much active planes you want for any faction. Example: if you set active aircraft for both factions 5, and the reduce/increase AI planes to 0, that means your faction will be 6 planes at once against 5 (5 AI and you vs 5 AI) - Also you can even make it more uneven, like setting your faction to 5 and enemy to 3, or whatever.
You can also use the "restrictions" option on the mission editor to remove nukes, i guess. But setting the thresold to max seems to work just fine.
Tactical and strategic you want higher for them to appear later in the game, it uses the combined score on the scoreboard for your team. when either team hits the specified combined score it will unlock the associated weapon threshold for both sides
Active Ai is how many Ai planes there are flying around per side at any given moment
reduce Ai I haven't messed around too much, and it's kinda hard to see if it actually does anything at the moment. I'll update this if and when I ever confirm it does what I think it does.
Easiest way to disable Nuclear weapons entirely would probably be to open the mission up in the mission editor, and go to the section for "Restrictions." From there you can individually restrict the usage of nuclear weapons, although you'll have to do it for each side individually. isn't a "both" setting atm to do both at once. From there just change the name to something else in the upper left and then save it. So long as you didn't touch anything else you should have a mission that's exactly the same, but with no option to pick nukes (if you disabled them all)
While you're in the mission editor, you can then go to the "Factions" tab to the left of "Restrictions" and then pick the faction you plan to play as and ramp up the active Ai aircraft count, and then go to the enemy faction and lower theirs. Save these changes as well
