CPU and GPU being under utilized

my game was running poorly so I checked my utilization and the game was only using 40% of my CPU and fluctuating between 20% and 60% of my GPU.

I have a ryzen 5 3600 and an rx 6700xt as well as 16g ram

CPU utilization isn't what you want to be looking at. You need to check your max core usage.

Your CPU has 6 cores. 40% utilization could be all 6 cores at 40% load or two cores capped out with a little riding on the rest.

I believe the game is currently limited to only running on a single core due to something with how Unity works, though it's possible this will be changed/fixed in the future. You were probably being CPU-limited even though it didn't look that way through task manager.

This isn't exactly a high end game - it can basically run on a toaster as long as it has four slots - there's no reason for even a mid-range system to be maxed out to run it.

nope, still 30-40fps in escalation mp with barely any hardware usage
