Carrier/ship commands not limited to just the server owner?

I hosted my first match tonight (wicked freaking fun), I noticed the carrier and shards would follow my commands for a little while, then they'd start moving out of formation again.

Is every player able to order the navy? Feels like it should be something only the server host should be able to do. They kept trying to order it closer to an airbase that was spawning Darkreaches and was covered in AA that would target players the moment they spawned...

I've never seen this in singleplayer or other servers. Usually the carrier and shards stay put unless on a predetermined path. This seemed like someone was ordering the ships.

you can click on the carrier and make them move to the spot by right clicking on the map, holding shift and clicking will set waypoints and a pattern the carrier will follow.
