They will spawn from the closest depot or airbase and move that way until they see something they can attack. You can also setup waypoints or tasks for specific units, I find this easiest when you give them a name with their starting location and unit type. (ext W MNT SPAA1). Try copying the basic escalation again from a blank slate and studying the sequence of objs.

It could also be something as simple as the hold position button being selected when you put a unit down on the map! This is on by default for setting up base defenses / blockades ext.
Aircraft need to be able to see their targets as well. (recon trucks, radar towers, fighters with better radar/ positioning) If they and nobody else can see a target for them AND no objs then they won't know where to go.
