Yes! By the runway, there are re-arming and refuelling trucks, unless they've been destroyed. Just get within 100m of one of these trucks and come to a complete stop. A red sign will pop up telling you your aircraft is being serviced.

Not on the runway. But you can use the eject function on or very close to the runway and change planes that way, and still get mission credit.
