That said, the best counter is the carefully fly below radar with the Chicane. Using default hud layout it'll tell you on the center left side your altitude. You need to be at or below about 20m to not be picked up on radar.
Once you're close enough I recommend firing a payload of every Lynchpin and AGM you can carry, it's THE ONLY way to overwhelm enemy air defense.
Make sure you set your targets before you even take off, the thing you want to kill which are the long range, radar guided missiles are the Stratolance's. Forget what the other faction calls them.

But definitely you may want to stay near the ground at all times when posible.
Its somehow sad (imo) to "waste" the X(?) axys (i mean, altitude) but as thing goes, going high is just making yourself visible, targetable and very vulnerable.
*Note that stuff is useless against IR (except if by flying low you can make missiles hit the terrain) -instead, throw flares and if possible try to turn down or totally off the engines.
Do gentle turns, and switch between flying parellel left and parellel right. Full speed and keep it with gentle-moderate turns. You can mix it with flying away if your leaving anyway, or want to avoid follow up missiles.
The missile wont have fuel to follow you and youll see its distance stop getting closer.

In my experience the jammer works in other orientations than just notching, but combine it with energy spending maneuvers.
