Aquapark Part 1

I get to the part of needing to fill the main pool that is empty already upon arrival and I can't get any combination of the levers to work. Also, I originally thought the red wheel was for that pool but it doesn't highlight to use that.. thoughts? Thanks for any insight. :)

You think so? I've tried those blue and red levers and no luck anyway I try.

Okay I think I figured it out. It was saying check the temp, ph etc levels of the swimming pool but I think it was supposed to say the jacuzzi.
