It's like the difference between buying a GOTY edition or buying the original with each add-on. It's more expensive that way.
I'm voting no.
To me, all it really looks like is access to a bigger map, some game tweaks and some new additional beasts.
Is that worth $20? Not to me. If it goes on sale for $10, maybe, but not $20.
$5 or $10 maybe. There is very little here that could not have been, and should have been, easily added to FE in a patch.
I'm back playing FE. I don't like how heroes are forced on you and are pretty useless in LH.

The graphics are much more stable, and there is slightly better tactical variation, and a few extra baddies, but on the whole it is a step backwards
What do you mean by useless?
I don't know you know. I have been switching between the two games and the graphics are a hell of a lot nicer in LH. It's like they have given it a whole new graphics engine.
You now have skill trees and are forced to take a lot of those "Common" useless skills that you would almost never take in FE. They also turned a lot of the generic skills to specialization skills. Only Governors can learn improved group initiative and improved group XP now, and not until at least level 7.
Levelling is much slower and having multiple heroes is a serious drain on XP. I might be wrong, but it appears that heroes are no longer straight division, but each one reduces XP by a factor of 2.
so in FE, you got 100/50/33/25/20 in LH, you get 100/50/25/12.5/6.3
Item drops are more often low-tech, you now need special skills to wear metal armour.
Level scaling has been almost totally removed from magic, and more mana and longer cooldowns are the norm.
You are no longer able to pick heroes or kill them to deny the enemy. They pop up at threshold levels of Fame. You can not say no.
They also removed weight. Now almost all metal armour gives initiative penalties.
Yes I would say that it was well worth $20
