I usually take Homing Pigeon, Scouter, Giant Enemy Crab, Solar Panel. If I have SWAT/Tank/Huntress then I take Power Glove and Magazine Clip. I also like Gaslighter, Slingshot and Nine Inch Nails. Modchip if you have an empty slot.
If I have different sources of damage (like 4+ types), I feel like taking Ruby and Sapphire gems is worth it. Some combos can have all 7 damage types with at least 3 tags, so the gems provide maximum bonus. I don't take Emerald Gem as it only provides dodge when you have everything maxed out.
If I have only 7 items, I might grab Coffee Cup, Sugar Rush or Boxing Gloves.
Early on in a run it's worth picking up Rock And Roll and Ban Hammer, Empty Chest.
I leveled my characters by picking the one that had max level and picking the first one that came up on S.O.S. screen which wasn't maxed out yet, so I played all or almost all possible combinations. Every combination reached at least level 94 (all abilities and weapons maxed out in a run) and survived past 30 minute mark in Endless mode on difficulty II in Isolated City.
SWAT can solo most challenges. though I struggled on difficulty III with some of them as there was simply not enough bullets shot to overpower the horde before I got enough items.
1. run
2. get hit
3. Profit $$$
