The weapon skills on the other hand... Those level up waaaaay too fast.

BAM! A valid solution to almost all the problems this sordid game suffers... Only thing is you would have to play thru 3 times+ the buggy gameplay on the same boring, poorly thought out maps. Doesn't that sound like at least 3 times the fun to you?
I think a lot of us are importing characters and using the XP boost, and that makes it far easier to reach 70 quickly. The pace is probably best without those two.
Still, when I imported a level 39 Purna, I was 62 by the end of the first playthrough. I don't think that's so incredibly quick leveling that it's gamebreaking.

Being able to turn in repeatable quests that only require 1 item makes it much easier (DI usually required multiple common items for one turn in), while the XP rewards for completing the quests are also massively higher, certainly for a first playthrough.
L60 is still somewhere around 8m XP, and L70 is just under 25m, but it's taken me less than half the time to reach 70 in Riptide than it did to reach 58 in DI.
