Is it possible my eagle eye achievement bugged?

I did watch all location of the twilight fragment and found the last three, but never get the achievement. So, I revisit all the location and there is nothing left there. Is it possible this is from steam side I didn't get the achievement or I'm multiple times fail to see the last fragment?

This is my last achievement that yet to be completed before the ending of the game...

Check the one at school entrance. It probably the hardest to notice and it's barely visible

Thank you for the suggestions, I've checked both day and night time it's still the same. So I decided to hopefully found it again in ng+.

In the underground bunker where you fight the Chariot and Justice arcana's there is 2 hidden twilight fragments. I don't know if they count towards the achievement but i got them and got the achievement when I went out to get the remaining ones I didn't have.

Had this problem too. Turns out the one I missed is in the school gates area, hidden behind one of the lamp posts.
