Reload is remaking persona 3 and is including elements from FES like some new content, but not "The Answer" or the female protagonist. Many people will tell you that the female protagonist is the best thing about 3, but don't listen to them, she is just an alternative take on persona 3 for people that have already completed persona 3, Atlus says as much. So to answer your question, no they are not the same. This version will also include new story scenes, some updated game play (mainly stuff from persona 5 royal in terms of battle stuff) etc.
This version = 3d backgrounds, in-game cutscenes, QoL additions, no Female protagonist route, no epilogue
Its a lose-lose situation. You will never have "the definitive version" of Persona 3
