This isn't even the right patch notes. This is for patch 1.06/1.07 which came out ages ago.
Atlus has released a new Persona 3 Reload update 1.09 on PS4, PC(Steam) and Xbox One. According to the Persona 3 Reload 1.09 patch notes, the latest update brings quality of life changes and improvements. Apart from this, Persona 3 Reload patch 1.09 also includes general stability fixes.

General gameplay bug fixes.
Added general stability.
Added performance optimizations.
Other minor tweaks.
Previously, P3R update 1.04 addressed a bug related to cutscenes and included file optimizations. Unfortunately, since the last patch, players have been facing some issues with the game. Today’s P3R update 1.09 will address a few of these issues. The upcoming P3R update 1.10 will fix remaining issues.
I'm not looking for doctoral thesis level discussions on every last binary 0 or 1. A simple statement of "Bug fixes, stability improvements, and other 'under the hood technical tweaks'" is sufficient for updates that don't material impact the actually game play. If there are material changes, such as the altering of stats for weapons or monsters, again, I don't need doctoral thesis level reporting, a simple statement of "Early/mid/late game balance adjustments" would be an acceptable minimum statement of changes. A link to a separate article with more detailed information on what changed materially would also be appreciated. Separate for anti-spoiler purposes; a provided link so we don't have to go hunting for it.
