why is there a 4gb update???

Depending on what was changed it will likely break your mods. As of right now there are no patch notes or any idea what was changed and we may have to wait and see if any patch notes are released. According to SteamDB quite a bit was changed, so there MAY be something interesting. However, this is also not exactly inconsistent with prior updates that didn't include patch notes. Additionally, there doesn't seem to be any truly massive changes to the files in terms of file size.

Maybe this patch will fix the crash I'm having every single time I exit the game?

The latest patch has been released for Persona 3 Reload, which was released on 2/2/2024, and Persona 3 Reload: Expansion Pass, downloadable content that was released on 3/12/2024. Please see below for details:

Persona 3 Reload

・The “Change Battle BGM” function has been expanded to allow different BGMs to be set for “Change Normal Battle BGM” and “Change Boss Battle BGM”.

・By registering any BGMs to “Favorite BGM” and then selecting “Favorite”, the registered music will be played randomly.

・The default song is now also subject to random playback.

Persona 3 Reload: Expansion Pass

・Added “Episode Aigis”, which depicts the story after the main story is completed. Persona 3 Reload: Expansion Pass is required to play.

※The update patch will be applied automatically when the game is launched.

※The Windows and Steam versions will be updated to the latest state when the game becomes playable.

This isn't even the right patch notes. This is for patch 1.06/1.07 which came out ages ago.

Came out literally a year ago, as I pointed out in another post. People are seeing the "March 12th" bit of it, and completely blanking on the "2024" portion.

I have find this not sure if its true.

Atlus has released a new Persona 3 Reload update 1.09 on PS4, PC(Steam) and Xbox One. According to the Persona 3 Reload 1.09 patch notes, the latest update brings quality of life changes and improvements. Apart from this, Persona 3 Reload patch 1.09 also includes general stability fixes.

Bug Fixes & Improvements
General gameplay bug fixes.
Added general stability.
Added performance optimizations.
Other minor tweaks.

Previously, P3R update 1.04 addressed a bug related to cutscenes and included file optimizations. Unfortunately, since the last patch, players have been facing some issues with the game. Today’s P3R update 1.09 will address a few of these issues. The upcoming P3R update 1.10 will fix remaining issues.

Is there some law or just (stupid) tradition that states developers/publishers (as appropriate) aren't allowed to post basic info on updates and/or patches in places we don't have to go hunting for?

I'm not looking for doctoral thesis level discussions on every last binary 0 or 1. A simple statement of "Bug fixes, stability improvements, and other 'under the hood technical tweaks'" is sufficient for updates that don't material impact the actually game play. If there are material changes, such as the altering of stats for weapons or monsters, again, I don't need doctoral thesis level reporting, a simple statement of "Early/mid/late game balance adjustments" would be an acceptable minimum statement of changes. A link to a separate article with more detailed information on what changed materially would also be appreciated. Separate for anti-spoiler purposes; a provided link so we don't have to go hunting for it.

I found the patch note on official website:
-The Answer is now completely free for everyone
- Added FeMC route for base game
- Old english dub for main cast now can be enabled via options exept Fuuka's (we lost it)
- Added some easter eggs for incoming secret project "P6"
- minor bug fixes
