It is a good idea to try and only go to Tartarus once a month and get as much done in it as possible, till it wont let you go any higher. Get and fuse persona's farm money you think you might need etc. There's a optional quest that unlocks about 2 or 3 months in that is best to wait to near the full moon before going into Tartarus in order to complete it as efficiently as possible.
The rest of the month on increasing your Social stats and social links and exploring the town. Elizabeth will give you special items, you can use to open certain fixed chests, for each social link rank you gain. The Intelligence (iirc) Social stat is the hardest to increase but if you get it to certain ranks before each end of term exams and answer them perfectly you get nice rewards for doing so.
Good news is the game has a NG+ option that brings back your Persona Compendium, Social stats and key-items from getting social links to rank 10 (i think, i know it did on original).
Go to part-time job and Tartarus at night as much as possible. You will rack up money in no time.
Never buy gears from the police station because there are other ways to earn new ones without spending a single dime. The place is only for selling items found in Tartarus.
