What does rendering scale do?

Is it to sharpen visuals or make lower resolutions look better? I'm confused.

its similar to resolution but without changing the size or shape of the image.
think about 100% being a clear sharp clean image

and 25% being someone who has trouble seeing without glasses, lest it be blurry and unsharp or unclean.

it essentially is determining the scale and quality of the image.

for example 70% resolution scale of 1440p is an image similar to 1080p
but 100% of 1080p is clear, therefore 1440p is 130% rendering scale.

if that makes sense.
