do saves of the game transfer between computers if not is there a way to transfer a save from one computer to another?

yes, but they can override each other, let's say you have PC A then you have PC B, whenever you play on either PC (let's say PC B) then PC A save file will be overwritten by newer save from your PC B as long as you connected on internet or you turn on cloud saving

luckily, you can make a copy of your offline save file from your main PC:
type %appdata% on your file explorer > find SEGA Folder > P3R folder > Steam > bunch of number folder > there you have it, SaveData001 is your first slot etc

Thank you thats all i needed ,my laptop is getting replaced and was wondering if it cloud save so i could continue playing
