Time limit to complete tartarus

According to my friend who played the original game, you have to complete the tartarus tower before the end of the year otherwise it's a Game Over... is that still in this remake?

There's no actual deadline for Tartarus at all. The only reason you need to go is because you'd be underleveled otherwise and to rescue missing persons. You can technically, on NG+, go to Tartarus twice the entire game, being the first forced visit and then the second time on the final day.
