Anyway, the TL:DR is Atlus/SEGA wanted these games on PC and offered to port them at no extra cost, but Vanillaware is being stubborn for an unknown reason (probably just boomer mentality). More details in this post:

Atlus is only the publisher of some of their titles, so something like Muramasa wouldn't come to PC (or anywhere else) without Marvelous. GrimGrimoire was NIS(A) published originally and that's who published the remaster also.
That’s Vanillaware for you. Maybe it will change it someday but not yet. If you can get the games elsewhere then do that as it’s hard to predict if they will ever come to PC.
