P2 groups also have fusion spells, but they are produced as combo abilities with several people and there are lot of them, including Armageddon or Trimurti(100% non-elemental instakill). And they not affect party in terms leaving them with 1 HP/SP.
But if we speaking about solo performance, probably Makoto is strongest, though I still don't see any proof that he can use fusion during the day.
If we speak about groups, P2/P1 groups (which have mixed chars) are probably strongest and more flexible
