Strongest party members would be in 1 and 2 though since they could change Personas albeit limited to certain arcanas if I recall.
Then again you could argue the OG Persona users were built different since they were manifesting it in the real world and using it outside of battle to enchance their ♥♥♥♥.

For example, it's likely Ren is the toughest given he's had to execute a plan under the use of torture and heavy drugging. Considering Mementos requests and Palace targets, Ren's also made the most difference and attained the highest notoriety. While he was boosted, he still destroyed the divine antagonist instead of sealing or driving them off. So Ren is the most accomplished of the protagonists by the end of his story. ... But is that the same as being Strongest?
What about the opponents that each protagonist had to overcome? Elizabeth & Nyx Avatar are much more potent than Lavenza & Yaldabaoth, so perhaps that's a way to indicate that Makoto is stronger. However, if we used Attendants as the metric, then that would suggest that Yū is the mightiest given that Margaret is supposed to be the best of the Attendants. Lots of different ways to look at this.
