I do think P5 is prob the best overall game, mainy because it's the largest in scale and has the best social sim aspect, but p3 is far superior with it's narrative and characters. P4 second, since P5's story and characters are somewhat underwhelming compared to 3 and 4, but at least 5 gets carried because it has the best dungeon and social sim format for the avg player

Probably an unpopular opinion considering how big P5.
In second place is Persona 5, which also has great characters. The story in Persona 5 is a bit more complex, and it boasts the best visuals and gameplay in the series. However, it lacks some of the charm that made Persona 4 so lovable.
I'll talk about Persona 3 Reload instead of the original version because they have the same story and characters, but the Reload version has nicer visuals and gameplay. However, the characters in Persona 3 are my least favorite. Most of them are uninteresting or lame, and the only one I really care about is Aigis, who is cute and funny at times.
5 does have much better combat and the dungeon designs are a big improvement. But it really falls in terms of story consistency and character. So I put 4 as overall higher for being more consistent.
