DLC personas have real good passive dmg buff which increase 75% dmg (amp only increase 50%) and other unique skills.

Not for 100% completion. DLC persona's can get in your way of fusion

yes
-> Cendrillon Slash Driver will increase Scarlet Havoc's damage to its fullest
-> Vanadis is the most broken early game skill, its damage base has same power like much later skill God's Hand

others suck, but hey you could make your own build

If you are going for a 100% Persona Compendium no it's not because as mentioned the DLC personas get in the way of Persona fusions. After you get a 100% compendium then yeah I would say go for it.
