If I give you 70 USD, but then the value of USD decreases before you can spend it, then you've just lost money.

I also pay more everytime to change my money to USD
It might have something to do with the fact that not all of the content for the expansion pass is out yet, so perhaps they're internally considering it a pre-order of DLC and this is standard protocol to prevent value loss while they wait to receive the funds from Steam? Steam lets you cancel a pre-order at any time before launch without question, so it's likely that Steam holds the funds until the game's launch, which could result in value loss by the time SEGA actually receive the funds.
That's just my theory anyway.
Unfortunately I think all you can do is hope someone at SEGA notices your region uses USD on Steam and changes their policy. The only other thing I can think of is seeing if you can get a redeemable key, but those are usually obtained through third party services, and I don't know if it'd work.
