I would not get it even if it was free... I don't know about this remake, but the original kind of, as you said, ruined FES for me. The lack of the Compendium is manegeable, but the excessive grind without any other ativicties is boring to the tears.
unless they change the ending at least, i'm not touching the story DLC
You talk like if u were an Atlus employee like if u know they WILL put it separately lol btw I'm on Steam since like 2013, I've seen so many companies do this ♥♥♥♥ and just never ever releasing the content separated.
If it's just an insane amount for you, just wait a few years. Atlus games are always on sale and there are websites which show you the price history of games, so you can see what sales to expect, based on similar games from the company. I wouldn't be surprised if the dlc will get an 80 % price cut in a few years.
Atlus just does basic microeconomics. Have a high price at first, so people who would buy the game for a high price will buy it, and then just cut the price from time to time, so people will buy it with a different utility function and different budget restrictions.
P5R has been ported to pc from 2 years ago and still not drop a cent. Must wait for sales in next year.
