Both of these are traded with Lucifer's and Messiah's heart items respectively at the antique shop. If you've done all of Elizabeth's requests, you should have enough Black Horn Husks to make both of these, and a couple extra to fuse a couple other ultimate armors/weapons.

Orpheus Telos:
Role: Main Persona
Stats—LV99, Max Magic, Endurance, Luck using incense from the antique shop and arcade games
Skills:

>Salvation (Not really that useful imo since I had plenty of full heal items. You can probably sub this for Endure or leave Victory Cry on if you don't want to have to fuse it down to another Persona. If you want a full heal option, Diarahan is probably better since it's cheaper on SP and you won't be dealing with any status ailments anyway)
With Concentrated Diamond Dust, the first hit was about 2500-2600 damage, and subsequent rounds with debuff applied for me around 3000-3500.
Alternate build option:
I actually thought of this later, but you could sub the ice skills with Inferno and Fire Boost/Amp so that you have an extra turn to debilitate her at the beginning and get off an even stronger first attack when she summons Jack Frost.
Additionally, I think Nebiros only inflicts mind status ailments, so you might be able to use the Unshakable Resolve (Null Mind Ailment) skill instead of the healing items and swap the Amritite Necklace for the Divine Pillar for more damage mitigation.
Chi You:
Role: Ma-Buff Setup
Stats: Don't matter. This one won't be taking any attacks and is only there to buff you for the first 3 turns
Skills:
>Auto Masuku
>Auto Maraku
>Auto Mataraku
None of the other skills matter. Swap to Orpheus Telos immediately and Concentrate. Don't switch back to this one again. You can use any Persona for this as long as it's got all three Auto buff skills. They don't even need to be Ma- buffs, since this is a solo fight.
Messiah:
Role: Buffing, healing
Stats: not too important. I brought a Messiah at level 96 with no stat changes outside its normal growth.

Last skill doesn't matter that much but you could use Firm Stance here for damage mitigation. Just don't use Null Phys, since she uses a lot of physical attacks, and make sure you're back on Orpheus Telos before she brings out Metatron or Alice.
Helel:
Role: Finisher (Only swap to this for the final turn to put Elizabeth under the Armageddon threshold)
Stats: not too important, just make sure it's at a high enough level that its magic is over 80. Ideally 92 so it can have max magic with Lucifer's Blade, but again anything over 80 should do.

Almighty Amp might be available through skill mutation, but I've never gotten it and don't know which skill you would need to mutate in order to get it. Even with the Lovers tarot card buff, Helel won't level up enough to get Almighty Boost without doing some Reaper grinding.
Outside of that, neither of the other skills really matter. I think I had Heat Riser and Reflect Wind or whatever his weakness is on here, but you don't want to use Helel for taking damage since it doesn't have many resistances and has some absorb/reflect/null resistances that could trigger Pixiedolaon)
The final attack for me, fully buffed and concentrated with Elizabeth fully debuffed dealt 1016 damage, so you should have a good bit of room to maneuver.
I also had 12 Homunculi (8 is the maximum you'll possibly need in this fight, though, since it turns into Pixiedolaon spam after round 50), 8 Debilitator Sutras, 18 Empowering Sutras. You can get all three at the antique shop.
You won't need to swap over to Messiah as often if you have these buff/debuff items, which will save you some HP.
I went to the fortune teller beforehand to get the Soul Fortune so the theurgy gauge would charge faster, that way I saved a lot of MP using Friends Forever instead of using Concentrate every round.
If you hit Elizabeth with fully buffed/concentrated Diamond Dust after every time she summons Surt and have her fully debuffed when you use it, you should be able to skip phase 2 easily. Just don't use physical attacks and only hit her with Diamond Dust, because doing a small amount of damage after she's in the 75% HP range will trigger the phase 2 transition, where her attacks felt really random and ended with Pixiedolaon spam for no reason for me.
That's all I used, but you could use Satan with Black Viper + Single-Target Bonus and Endure. I dunno if Almighty Boost is transferable, but if it is, you can transfer it from Helel to Satan to get a really heavy hitting Black Viper for more safety on the finish.
You dont need to carry Helel as Armageddon will hit at 9999 hp no matter what.
As for Personas, it's tricky but I do recommend using Orpheus Telos as a generally safe option and have two more personas with as few null/drain/reflect's on them as possible to minimize risk. Have one built for as high of slash damage as possible and another with debilitate and other options like passive HP/SP regen.
The fight is tricky but once you fall into a rhythm it isn't too bad. I highly recommend using Charged Scarlet Havoc to drop Elizabeth from 13000 or so HP to below 10000 so you skip her second phase. She will heal immediately after, however, but this is fine. Bring her back down to below 10000, but MAKE SURE YOU DO IT WHILE ON A PERSONA WITH ENDURING SOUL. Once this happens she will use megidolaon but enduring soul will keep you alive. At this point, if you have Armageddon you can use it and end the fight right there.
