Can you unlock both characteristic?
For example Fuuka Gardening and Book Reading, can i do both 3 times and get both?

You can do both and it upgrades the one you already have. They do not stack.

I watched 3x w/ Koro and got his characteristic, then brushed him 3x but didn't get another characteristic.

You don't get another. You get an upgraded version. Auto Sukunda to Auto Masukunda.
