they could basicially have called merciless normal and added two harder difficultys on top of that.
Just going to suggest anyone who thinks this game is googoo gaga easy maybe just don't play Persona games anymore because clearly they are no longer in sync with your game taste.
You can use FLiNGTRAiNER's Persona 3 Reload trainer and set the damage multiplier and defense multiplier values to a number lower than 1.0, decreasing the damage dealt and increasing the damage taken.
Due to how they work, game trainers tend to get flagged by a lot of antiviruses. That is normal. If you aren't sure if you want to download such programs, I think it's best to wait until there is a difficulty mod available, as I really can't see Atlus making any balance changes to Persona 3 Reload.
If you decide to get the trainer, download it from flingtrainer . com. And TRIPLE-CHECK the URL. There are a lot of fake FLiNGTRAiNER websites containing malware-infected files.

I have loads of medicines barely use, i can one run clear to the next blockage. There is no situation i feel the need to use Theurgy or Fuu.ka abilities.
Game is amazing. But there is no challenge at this moment. I'm at level 68 blockage.
Honestly? Merciless is just a grind. It basically forces you to All out attack to kill most things as otherwise your chars are doing a bit over half their normal damage, I am at the point my other party members are basically useless as they deal next to no damage on merciless. I got a Persona with Spirit Drain and Drain Ability. You can farm these from the 3 of sword card, Spirit drain costs 3 sp and drains 20 sp to heal yours, with drain ability this doubles. My main char at this point pretty has infinite SP, and I don't usually even need to use the other party members at all.
The problem comes when you can't hit a weakness or the enemy has none, with the entire party doing a bit over half their normal damage its just a slog to kill anything you can't hit a weakness on. It costs Aigis more Hp to use some of her skills than damage they actually do to things.
Been thinking of dropping difficulty to hard, as Merciless doesn't really feel hard, it just feels like a slog.
I dunno if you play MMO's but a fix for this is called "having a trinity".. In this game that basically means you have a buffer, a healer and a dps (preferably 2; one for magic and 1 for physical)..
When an enemy has no weaknesses it's great to have a persona that has stuff like Apt Pupil + Crit Boost + Crit Amp... Using something like an evasion/Accuracy buff those 3 combined means you'll strike criticals a LOT of the time.
When you can't hit a weakness is where status ailments come in... Freeze will negate any physical resistances or repels the enemy has when frozen, poison can make sure enemies WILL go down (eventually), Confuse can make them all but useless and charm on certain enemies can really help you deal with the others in their group.
I DO agree that merciless isn't so much harder as it is sloggish though.

I'm hoping a future update allows for customizable difficulty settings, certain that was a thing in 4 and 5. Never understood why more games don't let you tweak difficulty like that, xenoblade 2 did it as well and it made the game so much more persona 4 teddie bearable
It needs a rebalance on the enemies and maybe a classic mode that removes shift and non aegis/pc theurgies
