Missing points for S-link rank up

I'm following a guide that has me do Justice rank 3 on 6/2. I have a justice persona for the bonus, and I select the first 2 choices "They have no shame" and "I agree".
The guide expects that I should be able to rank up on the next time I do justice on 6/4, but I only get a hangout, not a rank up.
I've checked a few other guides and they also expect for the dialogue options to be enough from the R3 event to immediately get to R4. I've also seen another comment where they couldn't rank up from 4 to 5 immediately.

The only thing I can think of is that charm affects S-link point gain (I've heard that this was a think in P3P, but I'm not sure), because the only thing I've missed is that I only got top 10 instead of first place on the first exam, so I'd expect to be a few points behind on charm (I'm still in the same charm rank as the guide though, so idk).

So I want to see if anyone else either has an idea of what's going wrong, or if we can solve this by gathering similar cases and finding what we have in common.

Charm doesn't affect SL points I don't think, but Chihiro had a lot of her affection points reduced. If you're using a guide that's based on Portable or FES (unfortunately a lot of guides that are out now are just plagiarizing older guides for previous versions), the rank ups probably will end up not lining up because the way the social links work are a little different.

The good news is, thanks to a handful of features, like part time jobs that level up 2 social stats at once, a SL system that doesn't reverse social links for ignoring people, and has less reverse conditions in general, it's easy enough to max them all out by the end of the game. Just focus on school friends when it's not a holiday or exam week, out-of-school social links when it's exam prep week or holidays, and social stats at night (hanging out with party members at the TV or 2F bookcase can get you new combat skills and boost social stats at the same time), and you'll be in good standing to max everything, even on a NG run

if you want a guide right now this is the one i have been using was posted in another thread everything matches up so far https://www.powerpyx.com/persona-3-reload-100-walkthrough/ the only thing i have seen that it missed so far was on 4/21 since you can see the nurse that day for a boost to courage since you did go to Tartarus for the tutorial the day before hopefully this helps in some way the only other suggestion i would add that is mentioned in the comments but not the guide instead of getting to lvl 11 i would suggest reaching 12 since it gives you 2 extra persona slots which can save you money and make resource management for social links easier
