Failed to fuse Level 54 Rangda

Can anyone help on this?
Tried many patterns to fuse a Lvl 54 Rangda but keep failing...

NOTE: If you have bought the DLC contents, there are cases that some fusion will become that DLC Persona instead. For example you wanted to fuse King Frost but it turn out to be Goemon instead so you have to level up both of your Ingredient to level 28 or above in order to fuse King Frost.

Edit: have you try to rank up your Magician Social Link ?

Yes I maxed out the social link.

I tried to do the fusion on another day and it worked. I guess it is due to the effects of the new moon.
