Are the enemies balanced well?
P5R enemies felt to easy to beat.

Hard Persona games don't exist. Difficulty isn't really the draw of this SMT offshoot series anyway.

They exist but a lot of SMT's difficulty draws from being under prepared. WHen you know what to expect or like me and have a decently vauge recolection on who is weak to what it kinda ends not being as balls hard.

That said a lot of FES's origional difficulty is the AI controled teamates. sometimes they'd just make the move you didnt want them to make so if you really want some of that old fliar switch them to AI control and party like tis 2007

They're definitely harder, but with preparation a lot of the difficulty tends to go away. If you're under-leveled you'll defnitely feel the burn though.

I actually found the AI controlled party members more or less perfect when you set them up correctly after you had unlocked all tactics. I need enemies to be knocked down, i'll tell them to do that. I need Yukari on healing for a boss fight, i'll tell her to do that. I can't ever remember a time where the AI messed up when I had them set up to do what was needed each fight. I also found that the AI controlled party members in the other persona games were horrible for some reason. It feels like Atlus said "Why bother programming the ai party members well in new persona games? everyone will just use manual control anyway." which I find to be a shame honestly.

Don't play it on normal, play at least on hard. Yeah, normal enemies are still find the weakness and own everything, but bosses are more challenging than P5R. If you use any of the DLC game breakers, then you may as well roll credits.

i would say they are.
i dont think there has been a persona game where you have hard encounters all the time since when you know the weakness of the enemy you pretty much win.
there are more "hard" enemies in this game as they will have the same aura they had in p5. there are also optional things that makes you encounter harder enemies.
the bosses in this game are also harder than p5 bosses if we are only comparing them as p5 had bosses with gimmicks that made them flashy instead of giving them raw power like p3 does.
if not that playing on hard can make the "hard" enemies from above 1shot you.

If you dont buy the cheat dlc that let you have access to level 89 Satanael, then it wont be easy.

that was the case back in FES too. a lot of the memes come from the origional when Marin Karen has a lower hit rate with out the proper support and Misturu seemed to prioritised debuffing the enemy over doing direct damage unless tuned in right. Which is funnily enough reflected in her Theugy Personality, She's encouraged to put out status effects and debuffs to get her meter full. People give this game crap of being a lazy facelift but there's clearly thought put in even though its balanced for full control. If only Akihiko hits his "I've been waiting for this" properly this go around.
I feel the enemies are more difficult to beat than in the original.

They seem a bit more sturdy but they aren't viciously going after weaknesses or getting seemingly getting higher crit rates like the PS2 but thats congnative bias on my part.

I still have trust issues after finishing P5R on maniac.
I felt so cool for breezing through that game thanks to my mad tactic skills, then I found out that it actually makes the game super easy since crits and weakness hits do like 300 times more damage

Its ment to punish you if you slip up but SMT's a serious where if you have it down it becomes pretty easy if resource consuming.

Harder than Persona 5
Easier than og P3

First floor boss in Tartarus is in smaller group (2 instead of 3). Enemies in og P3 usually go for afflicting Dizzy status on your team after hitting target's weakness whenever possible while in P3R they spend their additinal turn on buffing,healing or attacking someone else. There were also changes in shadows weaknesses like one of first shadows - blue mask is now additonally weak to slash dmg while in OG is only weak to fire.

Died 2 times in P3R while I didn't die once in P5
Mind you my deaths were more of result of taking risks with harder red enemies while on low SP

The game feels a lot more challenging than any other Persona re-release. The added content makes you stronger sure but the enemies are decently challenging still. It's in part due to how the game was designed to begin with and how bosses often have Nocturne-adjacent gimmicks that force you to adapt to their gameplan to beat them.

It's not the hardest game in the universe but it's a genuine challenge on hard.
