I think Atlus purposely made SP hard to restore as to not encourage people to run through a block/dungeon/palace in one run, tried to fix it in P3P with the clock, saw that the clock basically made restoring SP free and eventually sort of found a solution in P5, forcibly dont let players complete a palace in one run lmao.
The reason they made SP restores so rare, like king kilo mentioned, is because otherwise it would completely break the balance of the game. This can be seen with Persona 3 Portable where the restoration clock costed yen instead of twilight fragments. While this wasn't as much of an issue there with the party mood system working as a damper for long expeditions it did make SP management mostly unnecessary and made physical skills rather underwhelming as a result. A similar issue can be seen in persona 5 where you can get an accessory which regenerates SP every turn. This item also completely threw off the game's balance for the same reasons mentioned above.
it depends on what difficulty you play on. unless you're playing on the easiest difficulty enemies with different weaknesses will gang up and really tough enemies start showing up that you arent encouraged to fight without a persona like the giant beetle that shows up in the very first block (but those kinds of enemies start becoming really common the deeper you go). the game really starts putting you in situations where you have to use SP, either to win fights or heal after you take a beating from enemies for using rush mode (since you plan on not using a persona).
also in P5 every palace after yusuke's palace contains a roadblock that cant be passed due to story reasons and until you proceed with the story, which doesn't happen until a specific date, you can finish the palace. it takes two days at minimum but maybe more depending on how you play.
this. completely forgot about SP restore accessories in P5. I dont know if you've played SMT but they have a similar problem. in SMT IV they added a move called "chakra walk" that would restore your SP whenever you walked and at max level, it just flat out restored your SP after each battle. in the sequel SMT IV apocalypse they made it much harder to obtain and by the time you finally do get it, the game's battles become is less about SP management and more about fusing demons (personas) and getting the right demon with the right moveset for fights.
Antique store. I'm guessing you're still fairly early on though; until you've unlocked Arqa pretty much the vending machines and random drops are your only regular options (note if you buy the Iwatodai secret from the shady guy in the club it'll let you access a few more SP drinks from the vending machine outside Iwatodai station, including one that grants 10 SP to your entire party). You can also find accessories that boost SP by 10 or so, which can be worth using early if you're struggling with SP.
Once you've unlocked Arqa it's possible to get spirit drain and invigorate skill cards which can help. Later on there's various other means of getting SP regen or just restoring SP, not to mention some of the fun things you can do with fusion.
Don't forget being able to make SP recovery coffee every evening and cultivate SP plants in the latter half of the game.
By the 3rd semester of P5, I basically had infinite SP with how many recoveries I had. One of the many reasons why I wish they didn't give us so much accessibility in 5, you could basically break the entire game in half on a fresh file by Palace 2 with very little effort.
"since you plan on not using a persona" Ah, there is your issue. When in full SP preservation mode, you still use your persona, just using physical skills. The HP cost is far less than the damage you'll take just rushing enemies down. Also, you don't even need to use SP to heal (instead saving it for rare shadows and floor guardians) since you can just blow literally all your money on HP items before each Tartarus run and more than make back the money with the extra time you can spend grinding by being able to heal for just money.

Persona has never been a balanced game. The versatility of the persona series makes it so much easier to steamroll anything with moderate pre-planning
