When should I explore tartarus? I haven't found a deadline to defeat X by time Y like in Persona 5.

Generally speaking, you should keep exploring Tartarus until you can't go any further. This will make you strong enough for that month's full moon boss.

Yeah, each full moon is a big story boss, so that's the deadline. The first one is on May 9th.
