I mean it's just a few recolored Tartarus blocks + cutscenes + 1 new boss fight. It'd make much more sense to develop it alongside the main game rather than later, when the voice actors might be busy working on some other project.
Could be, depends how they do it. Usually Something akin to a skeleton of a DLC or multiple DLCs is usually developed alongside the main game and then the finishing touches are done after release then they use a staggered release schedule to maximize profit.
Gearbox in particular perfected this model.
They didn't... this is old news as a dev announced The Answer would be DLC even before the game officially released..
So, I get to blow up at least couple planets for my entertainment before some group of degenerates destroy it again...
